Chuo Ward’s Rules
Ginza’s people are determined to take an active role in shaping their town rather than leaving all decisions to the government. As a result of repeated consultations between the people of Ginza and Chuo Ward, two sets of rules have been institutionalized. Both sets are tailored to the unique characteristics of the Ginza area.
District Plan “Ginza Rules”

In 1998, the district plan “Ginza Rules” was enacted as an ordinance, establishing measures such as relaxed building height restrictions, eased floor area ratios, minimal setbacks, and limitations on building uses. In response to the surge in hotel developments in 2019, the ordinance was updated with specific standards for hotels and related facilities.
As the backbone of Ginza’s urban framework, the district plan “Ginza Rules”—based on the concept of “vibrancy and dignity”—will continue to evolve in response to emerging challenges.

Parking “Ginza Rules” (Chuo Ward’s Guidelines on Parking Facility Development)

Because many properties in Ginza have small lots and narrow frontage, strictly following the Tokyo Metropolitan Parking Ordinance would result in numerous parking entrances along the streets, disrupting the continuous vibrancy of the area. To address this, Chuo Ward has devised a set of rules unique to the Ginza district. For buildings on lots of 500 m² or more, 1.2 times the number of parking spaces required by the ordinance must be secured within an integrated parking facility.
For buildings on lots of less than 500 m², the required number of parking spaces may be provided off-site (as an isolated parking lot), subject to a cooperation fee. This fee is managed by the ward as a fund dedicated to improving Ginza’s traffic environment. Nonetheless, issues remain—such as the creation of additional entrances for loading or disabled parking, and the potential for parking entrances along side streets behind Ginza-dori—which are currently under active discussion.
