Rules for Community Development in Ginza

Throughout its history, Ginza has been shaped by discussions among its residents on how best to develop their town and define what makes it unique. This spirit has been passed down from the Meiji period to the present day.

Among these rules, the district plan “Ginza Rules” and the guidelines for parking facility development have been established as ordinances by Chuo Ward. However, these rules are determined only after thorough consultations and mutual agreement between Chuo Ward and the people of Ginza. In Ginza, these “rules” are not static; they are continuously reviewed, refined, and updated to ensure that Ginza remains at the forefront of modernity.

Ginza rules

These are softer, non-statutory guidelines—yet they have a significant impact on the streetscape and overall aesthetic of Ginza. They are defined independently by the people of Ginza.
